There are a few things to consider:
1. size: 3/4, 4/4, or 5/4
2. Number of valves: 4 or 5
3. Bore: .689 up to .835
4. Intentions: Is this a "transition to CC" tuba that you will trade up from soon
or will it be your main instrument for a long period of time?
Baltimore Brass, Dillon Music, & Tuba Exchange has used tubas in your price range.
Ebay has a 5 valve Hans Mueller(Cerveny 686?) offrered for bid.
Tubenet has a listed a Cerveny 601 CC 5/4 5 valves w/Altieri gig bag for 3200.
Check them all out and see which one matched your current needs and goals best.
