I have several friends of mine who own Meinl Weston horns, and have never had valve problems, provided that they oil them everyday. I have no idea if the valves were bad on these horns. If Matt Walters thinks that they're not good, he'll tell you. He's a repair technician as well as a salesperson, so I'd think that he'd make sure the instrument played well prior to selling it to a customer.
If you want a horn in BBb, then I'd suggest looking at the Conn 5J, King 2341, any of the Meinl Weston or Miraphone BBb's available, if you want to go with a new tuba.
