I do think it's the added mass at that point in the bell which helps. I've seen people who have wrapped belts/straps around their bells at the same place to try and achieve the same effect(with varying degrees of success). Of course adding mass at any point in the horn will darken(reduce overtone content) of the sound. It's been done rarely in high pressure pipe organ stops to help them not sound to bright and snotty, but that's a different discussion altogether.
