Yes, take the position fingerings for a Bb trumpet (BBb tuba reading treble may also be the same - never tried it) and, on an Eb tuba read the same positions (on the bass clef)using the same fingerings as above, only drop the first three flats. If bass clef A is natural, use the fingering for treble clef F# (2nd valve). In otherwords Ab (bass clef on the Eb tuba) is 1st valve, A natural is 2nd valve. Second space bass clef C is 1 & 2 for the Eb bass as is treble clef A for the trumpet.

If you play a Bb trumpet you are going to use the same fingerings to play an Eb tuba except that you don't look at the 1st three flats. If 4 flats you use the same fingering as the trumpet with one flat in the key signature. Sounds terrible, but if you are moving fron trumpet to Eb tuba it is relatively easy. Then moving from there to BBb takes a bit more work, but most of the time the BBb fingerings are easier once you learn them because the BBb is higher in its range than an Eb and a lot of the runs in, say Sousa marches, wind up using open and 1st valve because you are higher on the horn's overtones.

As I said, doing it is easy - trying to explain it, confusing! If I had a trumpet player, music, and an Eb horn, its a piece of cake. A good trumpet player would make a good Eb player once he/she found his/her lip positions..
