Looks like an Alexander 154 EEb (perhaps low pitch, but i am not familiar with the high/low pitch history of other countries).

When a tuba has less conical taper, it needs to be longer. Ie, the open tube of a 4/4 tuba is shorter than a 6/4 one.

EEb is about 13.5 or 14 feet. That horn seems to be 14.75 feet but does have a very narrow taper.

I'm guessing that 1782 ain't the date, least on our calendar (since the tuba hadn't been invented yet).
