Most tubas have at least one problem note that tends to fight back, and I do remember struggling with that one when I was in high school. You either learn to cope with it or you trade it in for a different horn with a different problem.
Try buzzing that note on just your mouthpiece for a while every day to strengthen your chops and to gain control. Try hitting the note with the mouthpiece in the tuba but not quite all the way, so it leaks a bit. Try hitting it with the water key open a bit. Try using a sousaphone bit between the mouthpiece and the tuba. Try making that the first note that you play, every day, good and loud. It's a battle that you can win if you make the effort.
