This hasn't always been my experience. I have observed many great players that practice much and sound great, but haven't a clue as to how to go about getting regular gigs. There is definitely a professionalism that can be taught that would benefit many good players. Most of the people hiring for smaller scale (non-orchestral) work are not musicians, and expect a certain level of professionalism. Unfortunately, many creative musicians lack tremendously in basic business etiquette. This explains why I see many less capable performers getting more work than their more talented colleagues. If they learn how to do the leg work of adequately promoting themselves, follow through with what they said they would do, and follow up with correspondence with how much they appreciated the work and what services they can provide in the future, their chances of success are greatly enhanced.
Just my humble opinion.
