I don't know squat about Western Michigan, but any school is good if you get in the practice room. You are the only one who can make you a good player.
Go get a lesson - actually, get three, from the teacher. You'll know then if it'll be a good place for you.
Also, if you are a person who needs a kick in the butt to get in the practice room, find a teacher who WILL kick your rear end.
If music ed is your ultimate goal, ask the administrators at your school (and the other schools in the district) what their opinion is. The BBS is a good place for tuba advice, but for music ed, you need to ask the people who do the hiring.
