I am not sure if this is along the same subject or not but in my brochure that I received when I purchased my Willson tuba they claimed to be the only manufacturer that makes every part of the instrument. I am not sure if this means that they make the valve sets or not. I kind of assumed they did by the way it is stated. Maybe they were buying the valves in the past and now they make there own and sell to HB too.
