No good explanation here, but I will mention that the problem hasn't really been "solved." Instead, the newer F-tubas that avoid the problems in the low register "sacrifice" the characteristic sound that the old-style rotary valve F-tubas have. For some, this difference in sound is of no consequence, as they may be indifferent to or prefer the sound of the newer horns. Others, however, may be unwilling to sacrifice the characteristic sound for the increased playability. This is demonstrated by the large number of F-tubas still being produced today that adhere to the older design principles.
