Piper is a stencil name used by Pacific Music Instruments (PAMUS) in Vancouver, British Columbia, Canada. The Piper F I owned (and which was stolen in Atlanta,GA, some years ago) was a Cerveny/Amati. It was a fine horn. I would look at the Cerveny/Amati catalog to see if it matches the dimensions of anything there. I have seen such an F as this Eb is described with a 4th valve slammed in to place with no appreciable good effect (it stunk).

Pacific Music is still in business, btw. If you contact them, ask for Coleen Ward. She knows the instrument business very well and may give you some clues and may even be able to tell you when the horn was sold.
