I was on the students side of this situation my senior year in high school-only tuba player, the school was looking to buy a horn, and I would be using the horn at auditions for college. My high school's budget for a horn was similar, and the horn they decided to get was an Amati, which is niether a 4/4 horn, nor is it really a very good one, IMO. To my experience, unless they are willing to buy used (which might be hard for a school to do), they may have to spend a little bit more to get a decent quality horn. From what I've heard, both the Weril and the Jupiter are nice little horns at a reasonable price.
