Julie, it sounds as if either the threads on the cap or the valve body itself have been stripped. You didn't say what make and model of horn we're dealing with; so it's hard to say if you're likely to find replacement parts. Ultimately, the sure thing is to take it to a good repair shop to get things straightened out.

Try swapping valve caps between valves to see if things improve any. You might also try some teflon plumber's tape between the cap and the valve body to provide a little more for the cap to grab onto.
