IMO, taking the lacquer off a horn does make the horn play a little darker and clearer, but if the horn is in otherwise good condition you would probably regreat diminishing the value of your horn so much for such a small improvement. Firtst try wraping the first ferrule with a heavy leather guard, about 6 to 8 inches high. tie is on real tight using eyelets. Also, you might want to put a felt backing on the leather, because some leather dies can discolor the finlish.
If you still want to take off the lacquer, I would use any sort of spray-on paint remover, or brush on- naval jelly. I would start with the bell first and see if you like the change.

I have taken the lacquer off ever horn I even owned, and allways liked the musical result.
