This may not be the easiest solution, but if you have access to a arrangment of the Banner (like the Sousa arr.) you could almost cut and paste parts to make due. The standard quintet parts will be fine for the first verse, but the next strain may require the borrowing of the Clarinet parts and flute parts for the melody. Even better, if you have the time, the banner isn't all that hard to arrange for a brass quintet. Then the only costs you pay are for parchment! Just my idea especially if you are in a time squeeze. It would take about an hour of time to make the "cut and paste" version once you could find a good original to borrow from.
