You're not entirely wrong, in the sense that *who knows* how Berlioz would reorchestrate that passage, if he were around today. However, our poster's conductor has already expressed a desire for the tubas to work with the bassoons (they're in the lower octave, not the tubas). Therefore, the conductor may take great offense if the tubas decide to just blow them away, without his permission to do so. I agree with your "composer's intention" thought, but there's an orchestration and balance problem involved.
