Have you contacted Mike Russo at the Brasswind and asked him about it? If not, do so, I expect that he will make it right for you. I'm sure that whatever it is won't harm the horn and it will probably stop after use for a while. You could also try taking out a vacuum and vacuuming the inside of the bag. It is probably just a remnant from the manufacturing process.
