When double-tounging on the tuba, one has to find a balance between moving your toungue enough to have note clarity but little enough to achieve speed. The "Kaaaaaa" sound is the universal problem. Practice playing a lot of music with JUST the "Kaaaaa" articulation (no "Taaaaaa" notes at all). Quite a bit later (after you are quite frustrated with yourself, but actually better at "Kaaaaaa"-ing than you wer at first) try alternating the "Taaaaa" and "Kaaaaa" on repeated notes in the middle range of the instrument.

You will procede from there with some solid guidance from a good teacher. Remember to keep your embouchure, chest, shoulders, and throat in their normal positions. Do not distort other parts of your body when trying to learn this new (and possibly awkward-at-first) thing.
