It is unusual for a music store to rent a tuba over any period of time, as they are such expensive instruments they would rather get they're money back right away by selling. Of course you might get lucky, I rented a YBB641 in high school. Besides Northern VA, your friend should check out shops in Baltimore too, it's not that far.
