I use two of those black rubber drum muffler practice pads. I put them on the chair and sit on it with the raised portion in the middle of the pads between my legs. The rubber material is sticky enough to hold the tuba securely in place and the two pads together raise the tuba about 3 inches. They are also big enough to work even on the worst folding chairs imaginable, since by sitting on it your hold the pad securely in place. real cheap and easy, just the way I like it!
