Check out The Tuba Source Book compiled and edited by R. Winston Morris & Edward Goldstein. It is publised by Indiana University Press. This book is pretty expensive so your best bet is to check out your local library first. In the book there is an entire section full of various composer's thoughts from many different genres on how to write for the tuba. It makes for some pretty interesting reading and should make for a good starting point in your own attempts to write for tuba.
cheers!
