I am guessing, from your symptoms, that you have finger button bumpers in the form of washers set in to the tops of the valve caps. I would suspect (if this is the case) that that material has become beaten down and compressed enough so that the bottoms of the finger buttons (metal) are are travelling far enough to hit the tops of the valve caps (metal). Probably replacing those felt (or whatever they are made of) washers with the correct new ones will solve your noise problem...or, yes, putting thin felt discs underneath the finger buttons would certainly accomplish the same thing, if I have diagnosed the malady correctly.

Even though there is not a real "noise" when they come up, I would bet that they would even be quieter on the return with genuine felt.
