For the most part yes, that is taken into consideration. "Colonial Song" by Grainger, for example, is considered a Grade 5 piece. It isn't too challenging, technically, but musically can present a great deal of difficulty. (At least, that's what our professor said about it in class this morning--thankfully this is still kinda fresh).
But again, the grading can be very subjective, and is often deceptive. The best way to really judge the difficulty of a piece is, of course, to read the score and listen to a recording, but the grading can serve as a good guideline.
