Typically, "cheap" and "5V" don't go together. Baltimore Brass has a couple of used Miraphone 5V horns that are "reasonable". Have a look at Dillon's also. Call / write Lee Stofer, who occasionally has something used sitting around his shop. Bass Clef Brass has (had?) an older large Cerveny for $2500 ("cheap-ish" for a big horn, but "4V") -- listed on the 2nd page of CC horns.

My 186CC ("4V") has a few dents and needed a few areas of spray lacquer to cover some missing patches. It plays well. It cost me $2500.

I have never seen a 5V CC horn for much less than around $3500. I wouldn't consider this "cheap" however. Could you consider starting with a 4V CC for $2500-ish, and then saving up the $1000 for adding a 5th valve later? Although not ideal, you can do quite a bit with a 4V CC.
