If you work for a firm that handles government contracts (state or federal), your firm is usually required to have some sort of drug testing program in place as well as a compliance officer (there is usually an exemption for small firms). I suspect that Best Buy doesn't fall under the "government contractor" category, though I'll bet that you had to sign a statement giving your consent to testing when you were hired...
