To explain fundemental, we need to get into acoustics and the overtone series, a very complex subject. A note played on any instrument is not a single note but a variety of partials - the note played, a fifth higher, a fourth higher, third, third, etc;. Here is where you get the tone characteristic of various instruments, for example a clarinet has a lot of midrange fundementals. The tuba uses the lower partials but that is not good for all music. For example, when playing some French music and cimbasso parts, many players prefer a thinner sound, less fundemental but more of the partials. There are a few ways to do this, either change to a smaller horn or change the mouthpiece (a Schilke 62 is a small mouthpiece which accomplishes this). Obviously changing the mouthpiece is a lot cheaper.

Again this is can be a complicated subject, I hope this is a basic but understandable explanation.
