Check the parts - the Eb tuba and BBb parts are in the same key, no? Sometimes there are separate parts rather than putting both on a single page but they are both in concert pitch. As tuba players we don't transpose - we learn new fingerings..... trumpet and horn players transpose!

the difference is this: say you see written on your music a Eb major scale - the Eb tuba player would finger it this way: 0 - 4 (1,3) - 1,2 - 1 - 0 - 1,2 - 2 - 0
The BBb: 1 - 0 - 1,2 - 1 - 0 - 1 - 0 - 1
The CC 2,3 - 1 - 0 -2,3- 1 - 0 - 1 - 2
