A student of mine is fortunate enough to go to a high school that just purchased a few of these. They play well and have a great sound, especially for the money. I'd take a close look at the finishing, though; the one he started on is in the shop because the leadpipe came free of the brace connecting it to the bell, and the one he is using to replace it has a chronic case of first valve stickiness.
I'd say that if you stay away from mail order and can go to a place like Dillon's and have Matt go over it to ensure its quality, you can't get more (new) tuba for the money.
