I think you have approached this wisely. I suspect that if you son had acted as though he DID deserve the tuba, you might not have been inclined to provide it.
Nowhere did I say that parents who buy a tuba for their kids are necessarily spoiling them. There is a wide area between providing what parents are obligated to provide and providing so much that their kids are spoiled. We don't know what the father's motivation is in this case, but I can think of many scenarios where those motives are both reasonable and justified. I can think of no scenario where the kid in question should think he deserves the tuba, unless he pays for it himself. That doesn't mean he can't receive a gift, but the thing about gifts is that you can't really ask for them.
