Wilder and Vaughan Williams

Hi.

I'm trying to find out something about the Wilder "Elegy for a Whale". It sound's really nice but what's it like to play? when was it written? is it tonal/a tonal?
I'm playing the Vaughan Williams concerto for a recital and the examiners want to hear a second piece that's musically "conected to the first piece. Something buy the same composer (which is of course not possible in this case) or written in the same style, or around the same date. does any one know if this Wilder piece would be suitable?

Also, I'm a little confused as to what the "bass tuba" mentioned in the title of the Vaughan Williams actually is. Is it refering to an F tuba? Should I, therefore, borrow an F tuba for this recital?

Any information/links on either of these pieces would be fantastic. Or if any one knows of a piece that would be more siutable than the Wilder then i would love to hear about it.
