Yes. The only purpose of double tounguing is to be able to articulate notes faster. Every other note is begun by making a "Kah" or "Gah" (other folks have other versions) consonant sound in the back of your mouth, rather than the class "Tah" sound from the front of your mouth.

Some folks suggest first saying "kitty-kitty-kitty-kitty-kitty-kitty-kitty...etc." and then trying this while vibrating your lips on one pitch into a mouthpiece... (Other folks offer other advice.)

and yes, the goal is to cloak the "Kah" sound into sounding like the "Tah" sound to listeners.
