No time signatures, at least on my 1998 edition. I don't have the manuscript edition (I assume you do), but it looks like Tuba/Euphonium Press just took the manuscript and shrunk it to fit their 8.5x11 format (the resulting smaller print doesn't help either). I do wish that could be fixed, but I guess we'll have to wait for the next go round...
