The reasonably priced Dover score of the Requiem is also a facsimile of a German edition, and it lists "tuba" in the instrumentation. However, if you look at Verdi's Requiem, the bottom part is scored, written, etc. EXACTLY as he did his cimbasso/trombone basso parts. For example, the tightly voiced Ab minor fanfare chords in the Dies Irae. There's no reason to think that he suddenly wanted "that devil of a tuba" playing the bottom part.
