When your tuba was built (or rebuilt), there was probably a tiny amount of soldering flux left under the brace, and over time, it has leaked out, underneath the lacquer. It is a fairly common occurrence, and any imperfection in the preparation of the instrument prior to lacquering will eventually show up. This shouldn't affect the durability of the instrument at all, but I'd have it cleaned up and spot-lacquered if it were my instrument.
