To me, "stuffy" means that there's a lack of resonance in the horn. An air leak can make a horn feel stuffy, so it's not a matter of airflow resistance (if this were otherwise true, a french horn would feel unbelievably stuffy). You want to play a note, but the horn doesn't want to play it with you.
