I always thought that orchestras tuned to the oboe becuase it contains the least overtones of all the instruments. In other words the pitch is the most pure. The tuba, for example, contains tons of overtones, of course depending what note you use to tune. For a wind ensemble setting I think tuning down to the tubas works but I don't think it works in an orchestra. Probably because of the finicky tuning of string instruments. I think this is how it works but I could be wrong....
