I own a PT4P which I really love, the horn you are looking at (if memory serves) is very similar, the bell and bottom bow repairs notwithstanding. PT's "can" go for a lot more money than your seller is asking, but the current rate for the one or two used piston PT4's out there right now (Baltimore Brass) seems fairly close to the asking price on the one in your town.
As to your piggy, I think you're looking at a hig asking price, but if you are patient, you may be able to get close to that. Frankly, I don't care for that type of horn much, but others say they are just fab...if you need to turn it right away I'd suggest asking about 2k....or try e-bay....
