You should be able to determine relatively easy how much to take off, without knowing too much math. Start with the tuning slide all the way in check the needle. Then move your slide out an inch and see how much flatter it becomes. If moving the slide an inch makes you 20 cents flatter then cutting an inch would essentially raise the pitch about 20 cents.

This will also tell you whether it is the horn or not. Some of us hear the note before we play it and regardless of where the tuning slide is, play the same pitch. Unforunately if we are hearing the note flat in our head, we sometimes will play the note flat regardless of where the tuning slide is. I'd suggest before you start hacking, let someone else play it and see if it plays flat for them. Also try other mouthpieces with the horns also.
