Yes, I remember Grab-Ons. But I preferred the tried-and-true cloth tape, with the padding in my gloves.

Now, with smaller frames and more drop to the handlebars, I need more cushion and I use Cinelli cork-filled bar tape. I suppose that would work on a tuba, but probably not, unless you went over it with tape.

My concern with cloth-backed neoprene is that it doesn't curve on the bias easily, and it would be wrinkly. Also, I don't think it would hold up on the bottom bow. But if you just put a strip along the bottom and covered it with cloth tape, it would probably be fine.
