I think you misunderstood Mr fuse.net's statement. Stated like this it is clearer: the false tone in 1st position, ([which is equivalent to an open] BBb tuba) is actually a Gb, not an F.

He's saying that it is a sharp fourth, and indeed the Eb open false tone on a BBb tuba is often sharp, depending on the horn. I have played school horns that were sharp and school horns that were really close. The nice thing about false tones is that you can lip the crap out of them to get them in tune without hurting the sound very much. ;^)
