No, I mean like "do is always C, regardless of the key".

This is the way it's done in some solfege books, like Dannhauser, but I'm not a fan of it. I like to think of my do as the tonic of the key I'm in (moveable do). If I had absolute pitch, fixed-do would probably be easier.
