I'm no repair expert, but I've seen this happen several times before (in dr*m c*rps). I have watched a repair man retrieve the threaded part of the valve stem out of the valve. What he did was he took a small hand saw and gave the severed part enough of a slit that he was able to use a flat screw driver and unscrew the valve stem.
