I may be wrong here, but I don't believe that Carl Fischer ever published an Arban Complete Method for Tuba. There is the Arban/Prescott (a very abridged verson) published by Fischer and the Arban/Bell method which was published by Charles Colin.
The second edition is much improved. The awkward page turns have been fixed, the characteristic studies are no longer edited and the duets have been transposed to a higher key making them much more enjoyable to play.
