The embouchure starts in the middle of your face and radiates outwards. It's MUCH easier to play in the high register wwhen you realize that you actually SHOULD use a trumpet embouchure up there (thinner lips and more importantly, smaller lip surface as well as faster and more condensed air).
When you buzz on a trumpet mouthpiece, do the following"
1) ONLY do it for (AT)5-10 minutes a day.
2) Buzz the same pitches on the trumpet mouthpiece that you're trying to play on the tuba mouthpiece (enharmonic). Here's where it gets interesting - buzz a high C on the tuba mouthpiece (the C on the top of the staff which is actually middle C). Now, take the trumpet mouthpiece and buzz THE SAME NOTE. It's the LOW C on the trumpet mouthpiece. Hardly any effort, right? Try to transfer that work effort into playing in the upper range of the tuba.

Thank you Arnold Jacobs!!!!!!

Take care and good luck.
