Well, looks like someone went to a concert. As a member of the tuba section in question, I would like to say that pedals are NEVER used throughout a piece. There are sections of pieces that are played down an octave from what is written, but never entire pieces. Our section picks and chooses where the added octave would enhance the overall band experience. We make on-the-spot decisions about pedals based on how we feel, how live the hall is on any given night, and if the piece would benefit from it. Who plays the pedals? Anyone in the section who can make it happen in tune.

Again, to my knowledge, there has never been a performance of a piece with a player using nothing but pedals.
