Had some expensive glass shipped from Venice a few years ago. It came with each piece first wrapped in a plastic bag then suspended in the middle of a box filled with liquid foam. It was a solid cube. Had to tear the foam block apart very carefully so as not to accidently break the glass, but it was a very effective packing. For a tuba, it would probably work OK. Maybe just seal the tuba in a large garbage bag then lay it in a box with styrofoam supports to hold it off of the bottom of the box. Then foam it. There are some different types of foam available, and I'd consider the non expanding type. The box would act as a form so no trimming would be needed. If you ran a heavy cord around the bell and bow with the ends hanging out of the box, they would make unpacking easier. That insulation foam sets up very hard. I don't know if this would be any better than wrapping with air bubble wrap, but this kind of thinking is how fortunes are made. (or more often not made)
