Thanks Robby -- I disconnected the linkage and it is the valves that are sluggish. I tried rinsing out the horn by using a hose and pouring water through the slide entrance. There was some minor improvement, but not a lot.
I don't think it's a warped or dented casing - the tuba is stored in a case in an air conditioned building (safely out of the way insire a large packing crate). It worked beautifully four months ago (before I left on a field workk assignment) although I remember the fourth valve being 'slow' at first. There is no sign of damage to either the case or the tuba.
