I thought that everybody had "standardized" on 440? If not I guess it makes sense to make horns in a higher pitch so that they can be pulled to 440 if need be. If it is 440 all the way in you are stuck if you need to tune to a higher pitch. The question I have is what is the typical range of pitches available on standard tubas, i.e. from having the tuning slide all the way in to the full extent of the slide?
