I have had this challenge. Try this: play the note so the pitch is in your head; then with relaxed embechure (sorry about the spelling) letting air sound first (steady air) slowly let your lips tighten to the point of starting the note. As soon as the note/pitch starts, hold it out for a little while -- if there is still a double buzz, lips are too tight. Just don't spend you whole practice session on this thing - practice it for a few minutes everyday then go on to other things.

I had a tuba student do this thing for a year as part of his long tone warm ups and he conquered the double buzz. This of course worked well for me also.
