1) call your local university and ask to speak to the tuba teacher,

call the local symphony and ask about contacting the tuba player
2) speak with either of these folks about your interests, wants, and ask advice
they may be very busy people, so you might even ask about paying for their time
enquire about available instruments they are aware of...or if there are local sources
for you to get a horn short term to start working on your chops (college/university/
adult ed/rental) this way you can get some objective input on you & where you are
at in tha process
